T.N. Sheshan's tenure as Chief Election Commissioner (CEC) in the early 1990s changed the role of the Election Commission of India in electoral politics in India, bringing to light the general assumptions about the role of the Election Commission in the definition of popular sovereignty in defining democracy in India. It highlighted the tension between law and democracy in shaping India's democratic ideals and underlined the view of elections as legally marked by the cyclical concept of 'election time'. The reforms of the Election Commission in the early 1990s ushered in an unprecedented public debate in India on the nature of electoral democracy.

This debate has been the most intense since his death last year.
